英検1級道場－英検1級英作文の書き方－2021-1英検1級英作文問題・英検解答例の研究

2021/05/30（日）に2021年度第1回の英検が行われました。
英検1級道場で学ぶ（学んだ）多くの受講者が挑戦しています。

準2級、2級、準1級、1級。
小学1年生から72歳のシニアまで。

■これから、様々な分析や解説をしていきますが、第1回目は、英検1級に出題された英作文問題を研究します。

英作文は、得点に対するCSE（偏差値）への跳ね返り率が高いため、合否を左右する要素になっています。
RとLが合格点にはるかに及ばないのに、なぜか英作文だけが26/32点満点，28/32点満点であったために、まさかの1次試験合格を果たした例がいくつもあります。

逆もしかり、RとLで50-56点を取りながら、英作文でまさかの18点や20点をもらって、1次不合格の例もたくさん見てきました。
得点70/100点満点の人が合格で、78/100点満点の人が不合格などの例が所々に見られます。

TOPIC： Are economic sanctions a useful foreign-policy tool?

下記は英検が速報の中で紹介した「解答例」です。
これについてコメントしていきます。

経済制裁は役に立つ（有効な、有益な、効果がある、助けになる）外交政策のツールか？


●Write an essay on the given TOPIC.　→出した課題に対して答えになっているかという点を見られるのですが、完璧です

●Give THREE reasons to support your answer.　→第2、3、4段落で一つずつ述べています

●Structure: introduction, main body, and conclusion　→introduction：第1段落, main body：第2、3、4段落, and conclusion第5段落という構成であり、完璧

●Suggested length: 200-240 words　→237単語ですが、採点者は単語数を実際は数えているとは思えません、解答用紙の25-30行に納まっていればOKと判定しているはずです

■イントロダクション 　☚次に来る論旨を紹介するのでイントロダクションなのです。

Of the numerous foreign-policy tools used by governments to navigate globally contentious situations, economic sanctions are extremely effective for upholding laws and treaties, settling disagreements in an indirect manner, and even forging international support.

イントロで、経済制裁が①②③でextremely effectiveだと述べ、メインボディ①②③へのintroductionになっています。

■メインボディ①

In cases where a country's actions violate international law, economic sanctions can yield effective results. Dictatorships, for example, typically rely on imported resources for their militaries and illegal activities. When these nations refuse calls to engage in diplomatic discussions, economic sanctions can be used to restrict the flow of specific resources and curb the proliferation of the offending activities.

・国際法を破るような国に対しては、経済制裁が有効である。なぜなら、そうした国の独裁政権は軍事活動や非合法活動をするのに輸入物資に頼っているからである。外交交渉に応じない場合は、経済制裁によって、彼らがよって立つ経済的基盤を弱めたり、違法な活動を抑えることができる。


■メインボディ②

Economic sanctions are also a nonconfrontational approach to resolving international disputes. Some foreign-policy tools, such as military intervention or diplomatic sanctions, can exacerbate tensions by elevating the risk of armed warfare or shutting down crucial avenues of negotiation. Economic sanctions, however, avoid the use of force while still effecting a positive outcome.

・軍事力を使った介入や外交的な制裁（外交断絶）は緊張を一層高めるが、経済制裁は、力を行使しないでも、良い結果が得られる効果がある


■メインボディ③

Furthermore, economic sanctions can be instrumental in garnering multilateral support. The decision to levy economic sanctions is commonly regarded as a way for a country to reinforce its commitment to issues such as human rights. Such stances are often universally praised and can encourage other nations to follow suit.

・人権尊重を守らせることなどを目的とする経済制裁は他国から賞賛を得られやすく、追随する国が現れる　と主張している


■結論

Strengthening solidarity on the international stage is no doubt a welcome benefit of economic sanctions, but in times when there is a need to enforce international law or foster peaceful resolutions, the true usefulness of such sanctions in foreign policy becomes particularly apparent.

・国際協調を強化することで経済制裁の効果は高まるが、国際法を順守させたり、平和的な解決を図るときに、外交政策の一環としての経済制裁の効果は特に明らかになる　と高らかに賛成の意志を表明しています
