「ホルムズ海峡にイランが機雷を設置した可能性がある」――。
現時点で、アメリカ・イスラエル対イラン戦争の最新のニュースです。遠い中東の出来事のように見えますが、日本の生活にも大きく関わっています。なぜなら、日本が輸入する石油の約8割が、この海峡を通っているからです。

だからこそ私は、中高生の英語レッスンでこのニュースを取り上げます。

ホルムズ海峡は、世界のエネルギー輸送における重要な**チョーク・ポイント（choke point）**です。世界の石油のおよそ20％がこの海峡を通っています。もし戦争や機雷によって船が通れなくなれば、世界の石油供給は不足し、ガソリンや電気など私たちの生活に関わる価格が上がる可能性があります。
このニュースには、もう一つ日本に関係する重要な視点があります。
それが機雷と自衛隊の掃海能力です。

実は、日本の海上自衛隊は機雷除去（mine sweeping）技術が世界トップレベルと言われています。その背景には歴史があります。第二次世界大戦後、日本の沿岸には連合軍によって大量の機雷が設置されました。戦後、日本は長い年月をかけてそれらを取り除き、高度な掃海技術を発展させてきました。この経験が、現在の世界でも高く評価されている技術につながっています。

遠い海の出来事が、私たちの日常生活につながっているのです。
過去には、ホルムズ海峡で機雷が敷設された場合、日本の自衛隊が機雷除去に参加すべきかどうかが国内で大きな議論になったこともあります。エネルギーの大半をこの海峡に依存している日本にとって、それは決して遠い問題ではありません。

こうした背景を踏まえ、授業では生徒たちに次の問いを投げかけます。

If a war far away can raise energy prices in Japan, what should countries do to avoid such risks in the future?

そしてもう一つ、日本に直接関わる問いです。

If mines in the Strait of Hormuz stopped oil ships, should Japan send the Self-Defense Forces to help remove them? Why or why not?

英語を学ぶことは、単に言葉を覚えることではありません。
世界で起きている出来事を理解し、自分の意見を持ち、議論する力を育てることです。

遠くの海で起きている出来事が、日本の生活や安全保障にもつながっている。
その「つながり」に気づくことこそ、グローバル時代を生きる子どもたちに必要な学びだと私は考えています。

Rising Tension in the Strait of Hormuz

Several sources say that Iran has placed more than ten sea mines in the Strait of Hormuz. The Strait of Hormuz is one of the most important choke points for energy transportation in the world. At the moment, the strait is almost closed. If the report about the mines is true, it may become even harder for ships to pass through the area again.

Some sources say that the positions of most of the mines are already known. However, it is still not clear how the U.S. military will respond.

Tensions in the Middle East have been rising after military attacks on Iran by the United States and Israel. Because of this situation, oil prices have increased quickly. A spokesperson for the central command of Iran’s Islamic Revolutionary Guard Corps warned that the price of oil could reach 200 dollars per barrel.

The Strait of Hormuz is a very important route for the world’s energy supply. About 20 percent of the world’s oil passes through this narrow sea route. Japan depends heavily on this route, and about 80 percent of Japan’s imported oil comes through the Strait of Hormuz.

If war stops ships from passing through the strait, the world may not get enough oil. As a result, the prices of gasoline, electricity, and many other things in daily life may go up.
